Product Environmental Footprint (PEF) represents a breakthrough development of environmental product policies, with the potential of harmonizing and possibly replacing all kinds of product-related environmental metrics and labels: PEF has the long-term potential to integrate the Eco-design Directive, the EU Energy-label Directive, and EU Ecolabel Regulation, and a few other more specific product policies and serve as an umbrella policy.

Based on the renowned ISO 14040 and ISO14044 standards on Life Cycle Assessment, and mandated by the European Council under the Single European Market Act, the European Commission has developed since 2011 a harmonized methodology for calculating the Product Environmental Footprint (PEF).

The Product Environmental Footprint (PEF) quantitatively captures relevant environmental impacts of any product (both goods and services) and over its entire life cycle / supply chain.

In order to ease application and further increase reproducibility and comparability of Product Environmental Footprints (PEF) results, Product Environmental Footprint Category Rules (PEFCRs) are being developed. Each one per product group, based on the common PEF guide rules, and in a stakeholder-driven process. Each of the resulting PEFCRs can be understood as one piece of a puzzle with the economy being the entire puzzle. 24 of these PEFCR developments – ranging from fish to hard disks – are ongoing in a pilot phase that started at the end of 2013 and is expected to deliver early 2017. thinkstep is the official consultant for 4 of these pilots.
